Tokyo’s Initiatives to Promote the Social Implementation of Green Hydrogen
This presentation will introduce Tokyo’s strategic efforts to accelerate the transition toward a hydrogen-based, decarbonised society. It will provide a brief overview of Tokyo’s strengths as a global city, including its advanced infrastructure, innovation ecosystem and role as a major business hub, before outlining the Tokyo Metropolitan Government’s comprehensive hydrogen strategy.
The strategy is structured around four key concepts to support decarbonisation by 2050. The first, production, focuses on establishing a stable green hydrogen supply. Tokyo has already launched the Keihinjima Green Hydrogen production facility and is constructing an additional plant on a landfill site, scheduled for operation by 2028. The second, transportation, addresses hydrogen supply chains. Tokyo is collaborating with neighbouring municipalities along a future supply route from Kawasaki City and is examining the feasibility of hydrogen pipelines and overseas procurement.
The third, utilisation, highlights Tokyo’s commitment to expanding hydrogen use, particularly in mobility. The city supports adoption through subsidies and currently operates fuel cell buses, trucks, and taxis on a growing scale. The fourth, connecting supply and demand, focuses on market development, including a trial of market-based green hydrogen trading and efforts to enhance price transparency.
The presentation will also highlight Tokyo’s international collaborations, including partnerships with regions such as New South Wales, Queensland and the Suez Canal Economic Zone, and briefly introduce the Tokyo Pavilion and Tokyo-based SMEs exhibiting innovative hydrogen technologies at the Expo.
