André Soares Bueno is Counsel in the Energy and Renewable Fuels practice at Pinheiro Neto Advogados, one of Latin America’s leading law firms, where he focuses on energy transition, green hydrogen and renewable fuels projects in Brazil. His work is centered on regulatory strategy, market development, advocacy and the structuring of complex projects in the energy sector. Before joining Pinheiro Neto, André spent nearly four years at Fortescue in Brazil, where he played a leading role in the regulatory and institutional work related to the development of one of the world’s largest green hydrogen projects. His experience included engagement with public authorities, sector agencies and policymakers, as well as support for the structuring of key project arrangements involving energy supply, port infrastructure, strategic partnerships and investment frameworks. André also helped found ABHIV, the Brazilian Green Hydrogen Industry Association, and contributed to the drafting of the legislative proposal that later became Brazil’s green hydrogen regulatory framework. This combination of project development experience and institutional advocacy gives him a particularly practical perspective on how regulation can enable the scale-up of the hydrogen economy. Throughout his career, André has built a strong track record in the renewable energy sector, with experience spanning utility-scale solar, wind, distributed generation, biogas, biomethane and self-production structures. He has been involved in major energy and infrastructure projects covering regulation, project structuring, financing strategies and project finance-related matters, as well as the development of new market solutions linked to the energy transition. In parallel with his professional work, André has a solid academic background. He is Professor and Academic Coordinator at IBDE – Brazilian Institute of Energy Law, where he teaches courses on green hydrogen and energy regulation. He is also a frequent speaker in industry forums and has been recognized for his contributions to the debate on energy regulation and the development of the green hydrogen market in Brazil. He holds a Master’s degree in International Commercial Law from the Portuguese Catholic University, with an academic extension at ESADE Law School as an Erasmus scholar, and executive education at Harvard Law School. He is well positioned to speak about the regulation and market of green hydrogen in Brazil, including the country’s regulatory framework, advocacy efforts behind market creation, financing and bankability challenges, and the next steps for scaling green hydrogen and related low-carbon industries.
